2024 Alcan Regulations Final January 6, 2024

ENTRY & FEES

1. Entry fee is $3800 for one auto & two drivers.  When confirmed you'll receive a $300 Square deposit invoice payable by credit card, ACH or check.
2. The fee for an additional driver is $1000 double occupancy. Young passengers are $100 if rooming with parents.
   
3. Entry will close January 18, 2024 unless field is full earlier.
   
4. We'll send Square invoices for $3500 balance in December 2023.  Payment is required by January 6, 2024 and any unpaid team will be dropped January 15.  As most rooms are guaranteed or prepaid a 10% penalty will be retained for cancellations after January 21, and no refund can be made once teams leave the start line.
5. A total of 40 vehicles are expected. Organizers reserve the right to refuse any entry without reason, and assign vehicle numbers as they see fit.
6. Lodging has been arranged in advance.  The entry fee includes 10 nights accommodations (double occupancy), plus receptions and banquets.

DOCUMENTATION & ELIGIBILITY

1. The rally is open to the public, minimum age 21 unless accompanied by a parent or guardian.
2. Teams must attend February 20 orientation and sign liability releases before participating.
3. Entrants must present valid driver's licenses, vehicle registration, and  vehicle liability insurance proof.  Note: Canadian law requires proof of insurance be carried at all times.  Entrants also need a passport for border crossings.
4. Drivers may be changed or added during the event if documented with organizers. Trading among vehicles is allowed, but not on a TSD if it offered scoring advantage.
5. Except in an emergency, no unregistered passengers are allowed.

SCRUTINEERING & VEHICLE ELIGIBILITY

1. Vehicles shall be road legal and licensed in strict compliance with regulations of its state or country of registration.
2. All lights must dip to low beam with a single switch.
3. GPS mapping (including street names & speed) is allowed in all vehicles. 
   
4. As mileage is important to course following a basic GPS odometer app is allowed in all vehicles.
   
5. Advanced GPS applications such as Richta Rally Computer and Rabbit Rally are allowed in Unlimited Class only.
   
6. Laptops are allowed, but only Unlimited class may use one on TSDs.  SOP vehicles may use Android or iOS phones & tablets to display allowed Richta and GPS apps.
   
7. Words like "Race" or "Racing" are discouraged on team wear & decals.  They may be allowed on manufacturer goods or teams with documented history, ask if not sure.
8. Vehicles must be equipped with OEM seat belts for all as a minimum.
9. Roll bars are required for soft top vehicles.
10. A radio that receives & transmits on 151.625 Mhz is required (see RADIO & COMMUNICATIONS).
11. A ZOLEO, SPOT, or inReach GPS tracking device is required in each vehicle.
    
12. A maximum of 4 additional lights are allowed, and forward facing roof lights are prohibited
13. Studded tires are allowed, with standard road-legal studs in OEM molded holes. Custom tire modification is prohibited, and vehicles are limited to six tires except to replace a failure.  Per Canadian law tires MUST have a "3 peak" winter rating.
14. Tow strap, 5BC minimum fire extinguisher and highway flares or DOT triangles are required.
15. No fuel cans are allowed in a vehicle, and additional fuel tanks must be OEM or otherwise certified. Secured fuel carriers are allowed in a truck bed, or secured to rear bumper, hitch or roof of a vehicle.
16. Vehicles must carry emergency water & food, plus sleeping bag or heavy clothing for occupants.
17. Vehicle modifications are discouraged, and increases from OEM tire width and suspension height are strongly discouraged.  Narrow tires are better in winter!
18. A "buddy system" is required.  This means entrants must declare partner groups of 2 to 4 vehicles by February 20, and keep track of each other each day. Buddies do not have to stay behind for non-emergency problems, just notify event officials soon as possible.

CLASSES  (Must declare by February 21)

1 Unlimited - Passenger cars.  Unlimited equipment.
1 SOP - Passenger cars.  SOP equipment.
2 Unlimited -  Trucks and sport utility vehicles.  Unlimited equipment.
2 SOP - Trucks and sport utility vehicles.  SOP equipment.
2WD - Two wheel drive vehicles, unlimited equipment.
Historic - 1991 & older autos, Historic equipment.


Equipment notes:
 * SOP is defined as OEM odometer plus slide rule, Stevens wheel & calculator. Rally tables are allowed but computers and Curta calculators are NOT.
 * Historic equipment includes SOP items plus mechanical odometers like Halda Tripmaster & Twinmaster, and "Class B" tripmeters such as Alfa Pro, Timewise 526B or 547B, Brantz Retrotrip 2; Brantz International 1 & 2 Classic; and Terratrip 1, 101+ & 202 with no calculating function or remote display.  "Class A" rally computers are specifically forbidden, but odometers may include a digital clock.  As historical tribute, Halda Speedpilots & Curta calculators are allowed.

AWARDS

Arctic Award:  To entrants completing 100% of the route, including extreme controls.
"Go Farther" Award:  Isuzu perpetual, for teams best exemplifying their "Go Farther" slogan.
Team Award:  A Team consists of three to five entries, including at least one "rookie" where none have participated in an auto.   Each Team vehicle will be given a score factor, which is the ratio of their score to the winning score in their class. The winning team will have the lowest average score factor.  Teams must be declared by February 21.

ROUTE INSTRUCTIONS

1. All instructions are supplemented by an official mileage, which will take precedence. If a sign or reference is missing, use the mileage.
2. In the absence of a route instruction, the obvious main road should be followed. Redundant instructions may be used to clarify the main road.
3. All roads used are public, through roads unless otherwise indicated in the route book.
4. There are no course following traps on this rally!

DEFINITION OF SECTIONS

TRANSIT: A time and mileage will be given for the start and finish of a Transit. These are touring sections, and competitors may proceed at their own pace as long as they enter noted controls at the correct time.

TSD: In such "Regularity" sections teams must maintain average speeds shown in the route book. A time and mileage will be given for the start and finish of a TSD and controls may be at any point within. Practice is not allowed and vehicles entering before opening time may be penalized.

CONTROLS & TIMING

TSD CONTROL: May be hidden, and located anywhere within a TSD except near STOP signs. Do not stop at controls as your exact passing time will be recorded. Controls open 5 minutes before the ideal passing time for car #1 and close 30 minutes after last car is due.

PASSAGE CONTROL: Control location plus opening & closing times are designated in the route book.  Cars may enter any time while the control is open, and organizers may extend closing time as needed.  Some will be noted as "Extreme", which are optional but have a small reward defined in the route book.

MTC (Main Time Control):  A passage control at overnight halts.  Location and time will appear in the route book.  Attendance is important as organizers may disseminate new information, and address questions or concerns.

ICE RACE: Location will be designated in the route book, and cars started at the direction of officials. Each team will be allowed four timed runs (manximum two per driver), and the fastest two runs per vehicle will be scored. Vehicles will be timed from standing start to flying finish, with at least a 1-minute interval between vehicles.

PENALTIES

TSD CONTROLS:  1 point per second early or late, maximum penalty 60 per control or 300 per TSD.  200 points for entering a TSD before it's open, or driving in reverse direction of rally traffic. Controls will be timed in tenths of a second, with 0.1 point for each tenth early or late. 

ICE RACE: Each vehicle will receive .1 point per tenth of a second slower than the fastest in it's "category".  (Used for Ice Race scoring only, these categories are 2WD, 4WD without studded tires, and 4WD with studded tires).  Maximum penalty is 5 points for each of 2 scored runs, calculated by comparing first the best run for each vehicle, then all "second best" runs. (If there is only one entry in a category, for successfully completing all runs they will receive an ice race score equal to the overall ice race winner). 

OTHER CONTROLS:  100 points for missing a Passage Control, 10 points for missing "Extreme" controls unless otherwise specified.

ASSISTANCE (fuel, extraction or towing): 10 points, or an appropriate donation to those assisting.

UNSPORTSMANLIKE CONDUCT: First offense 60 points, second offense 600.  A vehicle may also be excluded from the rally due to unsafe condition, rule violations, citations, reckless driving, and/or acts that endanger the public or discredit the event.

RADIOS & COMMUNICATIONS

1. An emergency VHF radio operating on 151.625 Mhz ("Red dot" frequency) is required of all.
2. Radios are available for rent ($50) or purchase ($120) from the organizers, please reserve.
3. CB radios do not substitute for VHF, as officials monitor just VHF & Ham.
4. Licensed Hams are encouraged to bring their equipment, and most officials are Hams.
5. No radio transmission is allowed near any TSD section except in an emergency.  Monitoring 151.625 is encouraged at all times.
6. RASC has an FCC license for 151.625 but Canada is no longer reciprocal.  This is strictly for emergency use there, and may not conflict with local traffic.

1. Maximum planned distance between fuel is 300 miles, but a range of 350+ is encouraged.  Fuel is an entrant responsibility, and failure of any arrangement is considered force majeure.
2. The rally was measured with an electronic odo from front axle of an AWD Audi Q5.
3. Any situation not covered by these regulations will be ruled on by the organizing committee.
